A Swiss resident is a person who has been granted the legal right to live in Switzerland for more than 180 days a year.
A Swiss citizen is a person who has a Swiss passport. He of course has the right - but not the obligation - to live in Switzerland and hence be a Swiss resident. The converse is not true, since Swiss residents must fulfill several conditions before they can get a Swiss passport.
